Tulsi was born in Leloaloa, American Samoa, on April 12, 1981, to her parents Michael Gabbard and Carol Porter. She was born and raised in Hawaii when she was two years old.

She is the fourth of her parent's five children. Her siblings are Bhakti Gabbard, Jai Gabbard, Narayan Gabbard, and Vrindavan Gabbard. Her father is of Samoan and European descent, while she is of mixed origin.

Her mother is a Caucasian with German lineage, whereas she is a black woman. Tulsi Gabbard grew raised in a household that was multi-religion. Her father is a devout Christian who serves as a lector at his parish.

Tulsi chose Hinduism as her faith when she was a teenager because her mother, Carol, is a Hindu. She is devoted to Chaitanya Mahaprabhu's Gaudiya Vaishnavism sect.

Regarding her education, Tulsi was homeschooled mainly. However, she did spend two years of her high school years in the Phillippines at a Christian missionary academy for females.
